Who regulates research compounds in the UAE
The regulator is the Emirates Drug Establishment (EDE), a federal authority created by Federal Decree-Law No. 28 of 2023. It has taken over medicine registration, the licensing of pharmaceutical establishments and market surveillance from the Ministry of Health and Prevention (MOHAP), which used to hold those powers.
The law it enforces is Federal Decree-Law No. 38 of 2024, which governs medical products, pharmacists and pharmaceutical establishments. It came into force on 2 January 2025 and replaced the pharmaceutical law of 2019.
Three parts of the 2024 law matter for anyone buying or selling in this category.
- The definition of a medical product is wide. It covers drugs and biological products, and also dietary supplements and cosmetics. Calling a compound a supplement or a skincare ingredient doesn't take it outside the law.
- Promotion is regulated as well as sale. The law brings advertising, promotion, import and export under EDE supervision, and that includes marketing online.
- The penalties are real. Establishments face fines of up to AED 1 million and practitioners up to AED 500,000, alongside licence suspension, closure or cancellation. The law covers pharmaceutical establishments in free zones as well as on the mainland.
